1033 Xbox 360 secondary error code | Three red rings guide
How to deal with this issue
This error is a bit odd as it deals with the software and dashboard files. First, try unplugging and removing your hard drive and turn the Xbox 360 back on. If the 1033 secondary error code goes away, the hard drive is your issue. You could format the HDD independently and essentially "start over". This should fix your problem and still save the hard drive. If you still have the 1033 error code after trying the hard drive, this issue is in your NAND. This also means someone has tried to modify the NAND and failed. You would then need to completely rebuild the NAND from scratch and flash it as well. If all else fails, look into replacing the motherboard with a working one.
